Selain itu, jumlah pemain senior atau yang berusia di atas 22 tahun berkurang dari tiga menjadi dua nama. Pada SEA Games 2021, setiap tim diperbolehkan untuk mendaftar dan memainkan tiga pemain senior. Kebijakan dua pemain senior per tim juga seperti regulasi SEA Games 2019.
Kebijakan terkait pembatasan usia pemain memang kerap berubah-ubah dalam setiap edisi SEA Games yang mulai memberlakukan maksimal umur pada 2001. Akibat pergantian kelompok usia ini, maka PSSI akan mengirimkan Timnas Indonesia U-22 ke SEA Games 2023. \”Pemain yang bermain di SEA Games 2023 maksimal kelahiran 1 Januari 2001. Pemain seniornya ada dua,\” ujar Indra Sjafri.\”Tidak ada perbedaan. Penyebutannya saja yang berbeda. Sebelumnya U-23, nanti U-22,\” imbuh Indra Sjafri.
Indonesia telah puasa medali emas SEA Games selama 32 tahun yang terakhir kali diraih pada edisi 1991 di Manila, Filipina yang kala itu menurunkan timnas senior. Pada SEA Games 2021, timnas U-23 hanya mampu mendulang medali perunggu setelah kalah dari Thailand di babak semifinal dan menang adu penalti atas Malaysia di perebutan tempat ketiga. Indra Sjafri adalah pelatih spesialis timnas kelompok usia.
Arsitek asal Pesisir Selatan, Sumatera Barat itu pernah membawa timnas U-19 menjuarai Piala AFF U-19 2013 dan timnas U-22 kampiun Piala AFF U-22 2019. Indra Sjafri juga berpengalaman di SEA Games dengan mengantar timnas U-22 merebut medali perak edisi 2019 seusai dipupuskan Vietnam.
